Children’s Librarian
Job Summary
Primary job duties: Primary focus is managing all aspects of library service in the children’s departments with duties regarding collection development, programming, and public relations. Works closely with the Director. Secondary focus is assisting with daily library operations. Assumes duties of the Director when necessary. Travel may be required for affiliate visits.
The successful candidate should have experience working in a library environment; particularly with children ages preschool through grade 12

- Educational requirement: Already have or within a semester of completion of a Master’s of Library & Information Science or associated degree from an ALA-accredited university.
- Hours: Full-time (40 hrs. / Week. Must work 1 evening a week, and every 3rd Saturday)
- Compensation: $37,000-39,200 annually, depending on experience. Position also qualifies for health care insurance and retirement. Sick and vacation leave available.
- Position Description: Children’s Librarian
Essential Functions
- Responsible for planning and implementing weekly preschool story times
- Responsible for coordination of staff in developing annual Summer Reading program.
- Plans programming and events both in the library and community throughout the year aimed at children and teenagers of all ages that incorporate STEM/STEAM teaching methods and skills.
- Communicates marketing needs for any programs and events to appropriate staff.
- Fosters a lifelong a love of reading for children.
- Develops and maintains a thorough knowledge of children’s collections (Easy/Picture Books, Juvenile Fiction and Nonfiction, and Young Adult Fiction and Nonfiction). Performs Readers Advisory services as needed.
- Recommends print and electronic children’s titles for purchase to Director. Updates, weeds and maintains children’s areas.
- Demonstrates knowledge of children’s digital resources (electronic materials, databases, etc.) available with a library card for educational and recreational use.
- Supervises creation of regular, rotating children’s book displays to highlight underutilized portions of the collection.
- Develops and maintains contact with local teachers, day care operators, and parents to provide recreational, educational and curricular materials.
- Acts as a resource for children’s library service-related questions from affiliate libraries.
- Works circulation desk and acts as person-in-charge for library when necessary.
- Assists Director in researching and applying for grants to help library fund programs & events
- Assists Director in some library administrative tasks (scheduling, affiliate evaluations, etc.).
General Duties
- Communicates effectively with all library staff, board members, and outside organizations, and works well in a team environment
- Represents library in a positive manner in the community.
- Demonstrates initiative, ability to prioritize tasks, and ability to exercise independent judgement in completing tasks
- Attends monthly Library board meetings for UCPL
- Demonstrates thorough knowledge of professional library principles, research expertise, reader’s advisory, skills.
- Adheres to established library policies and procedures
- Ensure all library patrons are provided with excellent customer service

Bookkeeper / Office Manager
Job Summary
The Upshur County Public Library is seeking a highly motivated, detail oriented person with strong accounting skills and proficiency in QuickBooks. The applicant must also have experience in all facets of payroll. UCPL currently provides complete payroll services for 13 libraries and other bookkeeping services for 11 libraries.

Primary Responsibilities
- The following duties include the main library and up to 14 affiliate libraries.
- Prepares and processes payroll checks, taxes, and all payroll reports.
- Prepares and processes accounts payable checks.
- Maintains all financial records.
- Prepares monthly financial reports.
- Assists in preparing the annual budget.
- Assists in filling out reports, forms, etc.
- Assist affiliate libraries with accounting problems, procedures, and accounting software.
- Maintains proper audit trails and gathers/organizes documents for the auditors.
- Familiar with HR duties and forms.
- HR duties include maintaining personnel records, providing information and assistance to employees regarding policies and procedures, and coordinating and administering employee benefits.
- Handles the inventory and ordering of supplies.
- Handles the scheduling of the meeting room.
- Assists in overseeing the library facility.
- General library duties may be included as time permits.
- Other duties as assigned by the director.
Skills/Requirements
- Proficiency using a personal computer and Windows based applications including Word and Excel.
- Proficiency in QuickBooks.
- Knowledge and understanding of basic accounting principles and concepts.
- Ability to prepare, understand, and explain financial reports.
- Ability to type with speed and accuracy.
- Strong attention to detail and organizational skills with the ability to prioritize effectively.
- Effective communication skills, both written and verbal.
Education/Experience
- A degree in accounting or five years of bookkeeping, including payroll, and office management experience.
Part-Time Circulation Clerk (19 hrs./week)
Hours of Work: 19 hours/week, must have availability and flexibility with hours worked. Shifts will be two (2) 6-hour shifts and one (1) 7-hour shift covering 2 evenings and 1 day shift each week, plus every third Saturday. Compensation is $9.75 an hour, and 19 hours of personal time off are included each year. Otherwise, no benefits are included in this position.
Performs a variety of library circulation and clerical procedures with a heavy concentration of public contact.
Primary Responsibilities
- Answers phones and routes calls as necessary
- Check materials in/out and renew materials
- Reserve materials, then notify patrons about availability
- Shelves materials and checks shelved materials for accuracy
- Assists with library events/programs and displays (ex.: registration, signs, crafts, etc.)
- Prepare, repair and withdraw library materials
- Collects fines and other money for library services
- Checks in and processes newspapers and magazines
- Proficiency with computers, laptops, smart phones or tablets (both Android and Apple)
- Knowledge of Windows and basic word processing functions
- Assists patrons with eBooks and other digital resources
- Perform basic reference work or properly refers questions to person in charge
- Ability to locate materials in library through public catalog, Overdrive or other library procedures like inter-library loan
- Willingness to learn new skills to help library patrons
- Performs all opening/closing procedures in work area/public areas
- Turn on/off computers/copiers/printers

Skills/Requirements
